Bijou by the Bay was created as the Traverse City Film Festival's second cinema, inside the 1934 Con Foster Museum building in Clinch Park on the bay. It opened on July 29, 2013, alongside the State Theatre, with 184 seats. It showed independent and festival films. It closed in November 2024. In 2026 the City of Traverse City sought new tenants for the building and in April rejected two proposals, leaving its future open.

Founded in 2005, the Traverse City Film Festival filled downtown every late July for years. Now it runs year-round as TCFF Tuesdays at the State Theatre: 52 films in 52 weeks.
